In British popular culture, the flat cap is typically associated with older working-class men

It does look like a flat cap beneath the moss, Lolly! They’re a lovely find!

I'm sure I've seen the other one over a building somewhere in Wigan?

Now you’ve said it, it made me think of this character above the Rodney St. entrance to the Museum of Wigan Life, but having checked it’s not a great likeness.
